There are a number of export/import issues you could be hitting.

Could you give us the version of Jira you exported from and the whole error message?

Although, you do mention March/17, which strongly suggests a version of Jira far too old to export from if you're going to import it into Cloud - you should have upgraded to at least Jira 7.5 before export.

Make sure while taking backup, no users are logged in. If any logged in user is updating jira while taking backup might corrupt backup taken,

To ensure all users are kicked out, shut down first and start jira on different port. Then take backup and try once more.

Good luck.
