jira on demand price tiers seem to have large gaps

The company i work for has user needs between 95 and 105 users. From what I can see, there is a subscription for 100 users and a subscription for 500 users. This seems to me to be too large of a gap.

A subscription for 250 users seems to be in order.

Any chance that could happen?
