when the user create new issue with a particular component in the project, already the same component has 200 unresolved issues, when the new issue come for 201 in the same component it should through some notifiaction to the user. saying it take delay to resole issue.

You'll need to do some coding for that.  I'm not aware of any add-ons that do it, but it should be possible with your own code (either as an add-on or in something like the Script Runner)
