After Upgrading JIRA from 6.3.4 to 6.4.3, getting the error below

That method was added in JIRA 6.4.  This suggests that something is wrong with the way that you installed JIRA and that the result is a mixture of the code from the two different versions.  I would recommend moving that installation directory out of the way and starting over installing to a fresh directory.
