Even though sub-task was not closed or resolved, parent issue can be closed?...

Could you explain what is the relation between sub-task and parent issue..?

By default, yes. But you can add a "subtask blocking" workflow condition on the parent workflow if you want to prevent users closing parent tasks when there are open subtasks under it.

In short, it is a parent-child relationship but how you use it is entirely up to you.
