is there a way to restrict the move permission by issuetype?

We have a service desk project in which several teams "own" their own issuetypes so we'd like them to be able to move issues but only their own issues (issuetypes). Is there a way to do this, maybe with an ad-on or script-runner?

Directly, no.

Move permissions are granted at a project level.  If a user can move an issue, then they can move any type.

However, if you were to tag users into a multi-user picker field, or have a group-picker, (maybe script that into the workflow, setting users or group by issue type, and not allowing the field to be edited), you can use that field in the permission scheme to allow "move" permission.
