is it possible to introduce status for fixVersions ?

We are using fixVersions as Delivery Notes towards a platform team. 
Multiple teams are creating these delivery notes/fixVersions. Can we somehow indicate the status of these fixVersions. 

I have been looking at setting a variable but somehow I cannot read the variable inside automation. 

e.g.
1) I create a fixVersion. 

2) I add stories and other details and then set the description to RFC. 

3) That triggers creating a task and sending a mail.

However every future change to that fixVersion creates a new task and sends a new mail. 
What I want is that it only creates this task and email once based on a keyword in the description.

Can you clarify what is the requirement?

You want to create a task when Version is updated, and only the first time its updated?

This has to be done when Version is updated or not when its created?

Sorry, its not clear from the post end goal you are looking for.
