is IssueBucket always 10000?

i found that on jira 7 the path of an attachment was changed to ../ProjectKey/IssueBucket/IssueKey/attachmentID , i wanna know if that IssueBucket is a constant with value 10000 , if not so how to get it programatically , because i'm writing a plugin that check attachments that's why i need the path

Do you develop a Jira plugin? If so why would you need to hardcode the path?

i need to make backup of the attachment's file before deleting it , it's working on jira 6 , but not now so i need to add the /10000 in the path , right now i added it manually , and i don't know if this value can be changed or it's always 10000
