Two points here.
1. We're not OnDemand support - we're a community of end users like you. Atlassian are active here, but don't take support calls - you need to go via support.atlassian.comto raise things.
2. The answer is going to be "no". You can't upload addons to OnDemand instances, they are locked down to prevent the addition of code that Atlassian are not prepared to support. There is a list of things you can enable in your OnDemand account settings, but I don't think Coveo is on that list. If Coveo needs to install an addon, the provider is going to have to liaise with Atlassian to get the support for their plugin set up before you'll be able to add it.
