JIRA creates in every case new user, when i try to import existing user and issues from an Excel CSV file. There is a column "assignee" with in JIRA existing user id s, but the import tool ignores this id s and creates new user.
ok, i found the problem. the first import was done with the users full name and jira created these strange new id s. ok, this was a user error. as we found out, that we have to use the jira internal user id s to import stuff from the csv file, we didn t delete these old crap id s. this was the reason, that jira didn t import the correct id format later on.
maybe there' something wrong with the Setup Field Mappings ? Check, which csv-Columns are mapped to user-fields.
