i can't see Agile & Tempo on my top menu

please explain to me what i need to do to see Agile and Tempo in the top menu.

i'm moving from a solutions in our server to the cloud

so is important that i can move all plugins 

right now i will be billed for the cloud services that i can't use

In latest JIRA version Agile is not a specific option. Agile is used everywhere as a default when you have JIRA Core. You'll notice "Boards" as a menu option instead, which probably comes closest to familiar Agile menu option.

Tempo needs to be installed as an add-on.

For Agile, you need to make sure you have JIRA Software, not just JIRA Core.

For Tempo, you need to add the Tempo add-on in your account.
