How can I use the summary completion pie chart to include all done tasks, not just those done in the last 2 weeks?

You can achieve it with marketplace app such as Time in Status.
With Time in Status you can display the pie chart with all done tasks.
For this simply:
Pie chart will open as a default chart but you can also display your report in area, column or sunburst charts.
Add-on has a 30-day free trial version and free up to 10 users.

Welcome to the Atlassian community.
If you are referring to the pie chart on the Summary tab like this:
...then you cannot change the filter used by those charts. That page is hard coded to display the issues on the companion Board, and for Work Management projects the boards are hard coded to hide issues that have been done for 2 weeks or longer.
You could create a Dashboard where you use a pie chart gadget that is based on all the entire project.

If you are not referring to the above Summary, could you provide a screen image of the pie chart/screen with which you are working?

Is this a native dashboard gadget or a custom app gadget from a vendor such as Tempo, eazyBI?
