how to send email to remind user, to notice time

Hi,

Is there a way to auto remind user?

Such as, after the reporter create one issue, we need the assignee to make the status from "OPEN" to "PLANNING" in 24 hours.

If the assignee does not do this, the system will auto send the mail.

The usual tricks here are to

1) Subscribe to a filter for overdue dates

2) Use "jelly escalation" to update the issue, which will trigger a reminder email
