how to make jira stop auto register non clientes e-mails?

When someone that is not register in my company as a client it auto register the person as one, can it stop? I want to stop Registering but still want to recive e-mails from non clients

You can change those settings on your project under Customer permissions (Customers added by agents and admins).

Non-clients won't be able to register voluntarily until somebody adds them to
