how to create new permission

This question is in reference to Atlassian Documentation: Managing project permissions

I have a transition in a workflow, and I want to say "only folks in group X" are allowed do that.

I can add a  User Permission Validator to that transition, which requires a permission, but I can't find  a way to create a permission for the folks in X.

If you knew how, that'd be great

Instead of the validator use a condition that says user must be in group 'X'
