I've a Custome field ,it consisting 4 values.When users going to raise a ticket by using the first 3 values but not the 4th one.Only Prod team can raise the tickets by using all the 4 values of that custom field.What is solution for this is issue in the Workflow level Only.
If you have Adaptivist ScriptRunner then you can develop a validator. In the validator you can check if the user is in the Prod Team and if he is you let him use 4 values if not then you can raise an error if 4 values are selected.

In their plugin they allow for SEcurity by Field Options which I think would accomplish what you are looking for.
