how to create a single user with customized name and only have access to one project?

According to this article, I should see User Management. But there is only "Users" in my view and only opinion is "Invite user". 

How could I create a single account with a good username and Full name?

I have approx. 12 projects in JIRA. How could I make that user see and access one of the project?  I don't see "Issues" option in Administration.

This is not something you do at the 'user' level...

Setup the new user and then setup a permission schema that includes that user.

Associate the schema with the one project you want to grant access to.
