how to create a role

This question is in reference to Atlassian Documentation: User management

I see a lot in the documentation about "a role browser" and associated functionalities, and no way to get to it. I have been through all "users Management" options, and never find any way to reach a screen that would allow me to create/edit/delete roles. I am admin.

Roles are not part of the Cloud user management stuff, they live inside JIRA.

Log into JIRA as an admin and go to Admin -> Users -> Roles, and you should be able to see the current list of roles and add/delete/change them.  (Note Cloud changes stuff sometimes, so if that instruction doesn't seem to apply, go to Admin -> Search and type in role, that should always find it)
