JIRA administrator is required to do this.
Following below steps to apply JIRA license to JIRA 7.x:
1. Login as a JIRA administrater.
2. Click Gear icon from top right of the page.
3. Click 'Applications' from the list.
4. Click pencil icon from 'License key' item and paste you license.
