Hi,
Jira has the 'versions' for release version purpose and can be managed by the project lead.
And I want another custom field maybe called 'milestone' with type 'list', and the project lead can update the milestone values according to upcoming milestone info.
we'd tried to use versions, but it caused version and milestone info mixed, not clear to manage.
Is it possible to get this field work, and how?

There are no options to create custom fields that can be managed by non-admins.
Even apps that can add custom field options, need to be managed by a Jira admin

You could create a custom field 'milestone' of type Select List(Single) directly with the permission of Jira product admin. Any challenging with this solution?

This custom field values should be managed by different project lead, and won't add the project lead as jira admin.
