how to Notify when user getting locked due to failed login in Jira

when user is locked in jira when he/she attempts failed logins greater than 3 then i want notification for particular account that he/she is getting locked due to failed login

AFAIK, out-of-box Jira would not notify the user when they hit the max failed login count. However, if you have enabled CAPTCHA, then Jira will prompt the CAPTCHA after the max failed login count - this is just a security measure that is already in Jira.

If you are looking for something like a UI message to the user, then you should either look at some sort of modification on the Jira code or a third-party app (for example; this app offers customizable messages when a user account is locked).
