The notification scheme assigned to the project controls what roles or groups are notified. Most of the time it is setup to notify the assignee on create. You need to find out from the JIRA admin how the scheme is setup and if you want to be notified for every issue created in the project they can add you individually. But remember, it is for the entire project, so if you only want to be notified for one type of issue that can't be done. Also, JIRA has a way in your profile to exclude you from getting notifications for anything you do and many systems are setup so that is the default. In that case you wouldn't get notified if you create it. You can change that yourself in your profile. Since you're in the cloud you don't have access to any scripting that could change the basic behavior.
