Do you mean you want other types of swimlane?  You can't add to those without hacking the code in Agile. But you can base a swimlane on a filter, so you can actually do almost anything with them.

I am guessing you meant the agile boards? If so, a board admin can configure the board and add swimlanes under the relevant tab.
