how do I make help work for a non-internet connected machine.

I'm using JIRA on a system that is not connected to the internet.  Whenever clicking to try and get help, it tries to reach the internet.  Is there a way to move the documentation from the internet to the local system and then tell JIRA to look at the local system?

Or I've found a pdf of the confluence manual.  A similar manual for JIRA products would also be a sufficient answer, but I haven't been able to find them
