how do I grant permission for a user to create their own filters?

They require "Create Shared Objects" permissions:

That's to share them. You don't need any permission to create and save your own filters.

Sorry, Nic is right. I thought I read create and share because every user can create and save their filters by default. https://confluence.atlassian.com/display/JIRA/Using+Filters
