how can i create sub-tasks on issue creation for Jira Cloud?

I am using JIRA Cloud.6.4

I want to be able to add specific sub-tasks e.g: Review by PO, Code review for all the issues on creation. Is there any way to do this for JIRA Cloud?

There is really not much you can do as you are on the Cloud instance and cannot install an add on. The most you can do is a script on your server that uses the JIRA REST API to create them as necessary. 

Another way is to use JIRA Webhooks to trigger a webservice which will in turn create the subtasks.
