Generally, you have to ask one or more of:
- the person who gave you the account
- the person who asked you to use the Jira system
- a connected Confluence (quite often Jira usage is documented there, and the "contact confluence admins", if enabled, will get you in touch with the "atlassian tools team", not just the "confluence tool team")
- other people around you who might be using it
- the administrators of the domain you are using it on (assuming Server, rather than Cloud)
- Raising an issue in the Jira in the most appropriate project you can find
- Worst case, if it is a Cloud system, raise a support call with Atlassian, but they may not be able to help without evidence that you are an authorised user of the site
We can't tell you who they might be I'm afraid - even if you'd named the system you're talking about, there's every chance none of us are the admins of it.
