Time tracking is built into JIRA, you need to ensure it is enabled, the time-tracking field is on the right screens (it is in the defaults) and your users have the rights to use it all.

You'll then find your issues have an "original estimate", and can log work in hours against it.

I turned time tracking on but I still can't see the section original estimate

Check that the time-tracking field is on the "create issue" screen for the issue type.

You can use time tracking plugin. 

This will give initial estimate and remaining estimate.

You can get it then use to generate reports like burndown charts.
