We don't yet have the funds to purchase Data Center licenses.

There used to be documents up that discussed high availability architectures for the Atlassian tool set. Unfortunately those have been removed.

Anyone have anything they can share?  PDFs of the old docs? Web sites that discuss this?

The basics of "high availabilty" were really "use database replication (and a file share/sync for attachments) to have a dormant backup system that you can fail-over to if the master server dies". This is not HA, it's DR, but it's the best you can do without datacentre.
