Hi, I want use software Jira for project control and I want to do something that anyone can do its issue on its own board and don't see issue other users. I can not use issue security level to each user an access level I determine what I can do to you

I think you're asking for some form of security that says "a reporter can only see the issues they reported" (and probably your internal team)

There's two ways to do that.  The clumsy way is with Issue Security levels (clumsy because you have to remember to set one every time).  A better way is "reporter browse" permission - see https://confluence.atlassian.com/jira061/jira-administrators-faq/usage-faq/current-reporter-browse-project-permission
