get Version workload report as per label not the user

Current version workload report provides details as per user.

I'm looking to get report label wise insed of user.

I am not sure of any easy way to get this information directly from JIRA, but you can certainly extract these details using the Arsenale Dataplane add-on. If you are looking for current-valued information, you would select a Sum Numeric Field report, add your project(s) to the Search field, select all of the statuses that correspond to work-to-be-completed, and then select an Issue Field of "Time Estimate".

Next, depending on how you want to view the data, you can fill in the Segment By field with Labels, Affects Version, Fix Version, Assignee, or almost any other JIRA field. This will give you output data in chart and tabular form.

If you only want to report on a subset of versions, you can also click on the JQL tab to filter only the ones you need.
