facing error in changing rank of issues in portfolio plan

Hello,

I am having a very difficult time adjusting the rank.   Also, from the portfolio plan, when I change rank, I need to commit the changes.   When I try to commit the changes, I am getting following error.

What could be the possible reason. Need help ASAP.

I was getting the same error and figured out that I did not have the permission.

For the solution: Go to "Permission Scheme" of the project and be sure that you have permission for "Schedule Issues".
