Are you trying to import in the issues screen?
I'm asking that bacause, for security reasons, users are not able to select Issue ID and Parent ID(Epic ID) fields if they open the import wizard through ‘Issues > Import Issues from CSV’ top menu. You can map those fields only when you open the import tool by clicking on the Gear icon (on the top right corner) and selecting System, clicking on External System Import and then Import from Comma-separated values (CSV).
