no changes made to default. we are new users just in development so are still in the learning curve. not even sure where to change the default.

Ah, in that case, need to check the mail logs. Enable email logging in https://confluence.atlassian.com/display/JIRA/Logging+and+Profiling and check the outgoing mail logs under jirahome/log and see what is happening.
May be the SMTP server is having issues.
