I would like to know if there is a possibility to receive email notifications as the ticket is created rather than at specific time intervals.

Since you did not specify the hosting type of your Jira instance, I can only assume from your question that you are on data center or server and that batch email notifications are configured to send updates at regular intervals. That is the most logical explanation as to where you aren't getting immediate updates.
Batch email notifications are configured in Administration > System > Batching email notifications. You (or your Jira administrator) can update the settings there.
