you must use transition conditions for limit transition

same way you can set condition on customfield value

I agree with this. In general, you need to have Conditions that check the value of the custom field. The default JIRA condition does not have the feature to check based on custom field. But, there is plugins that can be use JIRA Suite Utilities. It has the Value Field Condition feature that you can use :

the problem is that we have 20 Persons who fix our isues and the only permission for the dual control ist the another person from that gruop will check the issues resolution

sorry not really.

In our cenario we have issues in whitch the resolution of this issue must be checked by another person. We habe a radiobutten whitch merks this issues. when this button ist set the system must forbit the assignee to close the issue. he must assign it to another user who check the resolution of this ticket
