I've seen that JIRA privides public JIRA cloud.

is there JIRA private cloud?

because i want to build a JIRA cloud service in a company

This is one of those questions where the word "cloud" is not defined and probably a terrible way to think of things.

There is only one baseline JIRA application available really, and what you need to consider is who hosts it and how.  Your options are:

  1. JIRA Cloud.  This is a (slightly) modified version of JIRA that is run by Atlassian for you.  It is accessed over the internet
  2. JIRA by other parties:  There are quite a few providers who will run and maintain JIRA for you on their own servers (many of the Expert Partners do this, it's a good idea to stick with the partners as they get updates earlier than the rest of the world).  These are also accessed over the internet
  3. JIRA Server is for you to download and run (and you can get help and maintenance fro Expert Partners, or others as well).  Whether you run it inside your own network or put it on the internet is up to you
  4. For large enterprise installations of option 3, it may be worth considering running it as with data-center enabled.

So, the question is really "what do you actually mean by 'Cloud'?".  There's plenty of options and variations available, it's worth thinking through what you want to end up with - where it runs, level of accessibility and who supports it.
