We have deleted all unnecessary "resolutions" in our Jira. The next day all these deleted resolutions were back again. Does someone have an explanation please?
and create new projects by the jira-cli ... - and that is the problem !

if you are creating Jira projects from either the GUI or jira cli and not using any addon or shared sonfiguration for it, Jira always create basic sets of things needed for that project to work properly. It creates needed issue types, workflows, screens and so on.
I can recommend using ScriptRunner, which can copy existing project without creating any new things inside Jira. If you are creating project of one type, think about creating some kind of "template project", which can be empty and you will use it to create new ones.
