How to create subtasks on initial issue create has a section on how to create an issue as well.

If you are using JIRA OnDemand, then it is not possible. You can have a look and vote for this new feature request at: https://jira.atlassian.com/browse/JRA-8846 . In order to be implemented, it must meet certain levels according to our Implementation of new feature policy.
