create issue dialog

Hello,

I'm having the problem that my "create issue screen" is as dialog is different from the page (page has the correct lay-out). I went through all project/issue/screen setting, but don't get the dialog right. Any help is very much appreciated.

How I want it (got it working as page):

If you click on 'Create Issue' from the Admin screens, you won't get a popup. Try clicking on 'Create' from the dashboard or project summary screen.

Seems like instead of tabs, everything gets put underneath. How do I get the tabs back in the dialog pop-up?
