Is there any way i can:
- password protect confidential attachments
- scheduled deletion of confidential messages or attachments
or any other kind of confidentiality management features within jira?

The short answer is No because attachment functionality is extremely basic in Jira. I would recommend training users on a process where instead of using attachments, users are instructed to link to a content management source that provides the desired security practices. You could enforce this by creating a scheduled automation rule that looks for issues with attachments and deletes them.
