comment notifications not occurring if comment was added via email

If a comment is added to an issue via the web interface a comment notification is sent out. If a comment is added via the mail handler to the same issue a notification is not sent out. This occurred after upgrading from 6.2.5 to 6.3.10.

Not yet. I have an open support ticket with Atlassian.
