We have given anonymous users to log tickets. Givne contact name as a custom field. How to check user is in jira user group or external user, when the tickte is logged in with out logging in.
Anonymous really does mean that you've not identified the user.
Assuming you have a "contact name", you then need to do some form of pattern matching against your user database - you'll need to decide how best to do that and then write something to implement it (bearing in mind whatever you write cannot be installed in OnDemand yet)
