Does anyone know if i can isolate a specific user to do only bulk issues import to a project. Rather than giving them the entire system admin rights?

Yes you can!
If you go to administration>projects click the project, then select "Roles" on the project overview, you can select what permissions the user can have on a project level, as opposed to a system level.
