administrator can not close in some issue but can close in othes issue

pls help. in one project, administrators and all users can't close some issue but other issue in same project can do to close

Wrong. You do not yet know what the actual problem is. The most likely cause is that the conditions are incorrect or the user does not have the right permissions. That posting is correct IF you know that the data is corrupt. We do not yet know this, there's no evidence that it is.

You should check for the condition set for the workflow, see if there is condition set such as 'only assignee can perform this transition'.

Other thing is, you can also check whether the administrator have the correct permission from the permission scheme.

By default, they will need to have 'Close Issues' permission in order to close issue.

Hi, are you referring to different issue types that perhaps have different workflows? Look at what is common and what is different between the issues. Try to spot the configuration differences.
