admin mail address has expired (he resigned)

Is this user under your managed accounts? If so, as an Org Admin you can update email address that is linked to their Atlassian Account. This applies to whether you're managing users locally (within Atlassian Admin Hub) or via IdP.
I'm just not 100% sure what the requirement here is. Was this the only user with administrator rights so do you need someone to replace them as a product or Org admin? Or they have previously resigned and now come back and they cannot access their account due to not receiving an authentication code.
If it's the first (you're missing an Org admin), you can probably reactivate that account (again, if it's managed) and then from that account give yourself or someone else an admin role, or you can try to reach out to Atlassian Support and explain the problem.

I don't have admin permission.
My senior was admin but he resigned without giving other users administrative permission.
and my senior's email address has expired so no one can log in to that administrator account to receive auth-code

So that user was the only Org Admin within the organization and you would like to replace them with another user/admin?
If somehow possible (but that's on the email handler or domain side), I would suggest trying to reactivate this particular email address to use it/that account to log in and add additional admin.
If that's not possible, and if you're on a paid Jira plan, contact Atlassian Support and ask them to add you or any other user as an admin on that particular instance.
