about number of users in JIRA

I try to create a model version of JIRA for my company and I have a question about the licences : we need JIRA to create a service desk, to support our customers. I saw it is possible to convert e-mail from customers to our service desk into issue. I set up mail server and it works : when I send an e-mail as a customer an issue is created and when I modify this issue as a service desk team member, the customer receive a notification by e-mail. But in my company there are 250 customers ... Should they have a user account each ?
