At it's heart, it is an issue tracker - software built to handle lists of things that need doing and organising getting them done.
It is heavily aimed at developers of software, but can be used for tracking any list really, not just development work.

Jira is nothing but Bug tracking/project management tool using this you can define your work in multiple Tasks, Bugs, Stories and assigns to multiple people so that all are work simultaneously and complete the work. you can manage the Release and versions of the product. you can have multiple components as part of the single project so that you can track all the work at which stage it is and how much you have been completed.
