I want to use "100-user developer license, Standard" Licence for Jira Portfolio on Jira Software and get "Incompatible with product license". What is wrong with that license?

How many users do you have in JIRA? You need to select the highest JIRA application tier. For example, if you have 100 JIRA software users and 2000 JIRA core users, you need to purchase a license for 2000 users for your add-on.

jira and app should have a license with the same users tier.
