Workflow transition re-assigning user - do not see post function in workflow

I am working to define a new workflow - I want to make it simple and have it working, but when I move from status to status (via scrum board or workflow in the issue) it re-assigns the issue to the user making the change.   I have looked at the post functions and see nothing that would make such a change.   There is a generic event in the post function, but I am unable to locate it and what it does...

My goal is to keep the assignee intact whenever an issue is moved thru the workflow.

Hi @david_meltzer 

Welcome to the community!

It sounds like there might be an automation rule configured on the site that is updating the issue. Depending on what version you're running, it may be a separate add-on or built into the core software. If you have admin privileges on the site you can check the addons or use the 'gg' keyboard shortcut and search for 'Automation'.
